Collection from the public of designated end-of-life electronics by Encorp Authorized Depots (Cache Creek)

 

Encorp Pacific (Canada) is the contracted service provider for the Electronics Stewardship Association of B.C. and is seeking expressions of interest (EOI) for the collection of end-of-life televisions, computers and desktop printers specified as obligated products in the Electronics Schedule to the B.C. Recycling Regulation.

Encorp seeks to provide a convenient, province-wide network of collection options for the public to return end-of-life electronics designated by regulation. In some communities depots may have an interest in providing such services and Encorp would like to offer them the opportunity to submit an expression of their interest. Encorp is looking for an EOI from Cache Creek.

 

Outline: Encorp Pacific (Canada) invites parties to respond to this EOI for services detailed below:

This EOI is an inquiry and request for information only and does not imply either a commitment by Encorp to proceed with the work contemplated or a commitment by Encorp to purchase. We will advise only if Encorp decides to proceed further with the parties by way of a contractual agreement.

Encorp reserves the right in its sole discretion not to proceed with the work, to proceed by way of a competitive bid, to issue one or more further requests for information by EOI or otherwise with respect to the work, to negotiate a contract individually with any third party who did not respond to this EOI for all or part of the work.

This EOI should not be considered as a request for or an authorization to perform any work.

The basic program obligations and requirements that must be considered in submitting an EOI are:

  • No fee can be charged to the public to leave obligated products at the collection point
  • Collected materials must be stored indoors or under cover
  • Collection points must display supplied signage as requested
  • The program will require three sorts onto pallets or Encorp mega bags:

1. Display Devices (TVs, Computer Monitors)

2. Personal Computers

3. Printers and accessories

  • The primary obligation of collection sites is to sort material as noted above onto a pallet to the indicated load limit
  • The submission must explain how sorting will be done and how the cathode ray tubes in televisions and monitors will be kept intact
  • Sites must as a minimum requirement have a pallet jack and preferably a fork lift
  • Mega bags & pallets for the collection of equipment will be supplied by Encorp.
  • Payment will be based on weight.

Submitted EOIs must provide descriptions of:

  • The existing operation – photographs would be helpful and loading & material handling facilities
  • Hours of operation that must include at least one of either Saturday or Sunday
  • How non-obligated materials (e.g. VCRs, small appliances) will be monitored for exclusion from this system

Evaluation Criteria

The proposals will be evaluated on their overall merit including the following:

  • Adherence to depot operating standards
  • Overall quality of the proposed collection system including the level of public use of the current facility
  • Adherence to high environmental, occupational health and safety standards

Overall costs will be a factor in the final selection of collection sites which meet minimum quality standards.
